Who we are is built into our name

The End Street Sleeping Collaboration was formed by a diverse group of organisations, united by a common goal of ending rough sleeping in New South Wales.  The Collaboration is a unique, cross-industry partnership founded in a recognition that no single organisation or strategy, regardless of how successful it may be, can solve a social issue on its own.  

We believe that the key to ending street sleeping lies in harnessing the invaluable power of lived experience. The collective stories & experiences of people who have experienced street sleeping can pave the way for improved outcomes and the creation of more effective systems.

Our methodology seamlessly merges technology with the innovative By-Name List (BNL), which stands as the only system offering insights into an individual's homelessness journey over time. This integration fosters greater collaboration among diverse agencies, ensuring a sector-wide effort to end to street sleeping. 

Local engagement

We harness the power of lived experience to provide better outcomes & design better systems in two ways; by working closely with lived experts in all areas of our work, and by capturing thousands of people’s experiences of the system in the By-Name List, the only common system that provides an insight into a person’s journey through homelessness over time. 

We will know we will have a system that is effect when rough sleeping becomes rare, brief, and non-recurring. Our efforts focus on three levels; 

  • At the individual level, where frontline teams can collaborate using the By-Name list to deliver person centred, co-ordinated responses to meet a person’s housing & support needs over time. 

  • At the community level, where local services & councils can coordinate & deliver place-based responses to ending rough sleeping in their local area. 

  • At the systems level, where aggregated insights into people’s experiences of rough sleeping can be used to improve decisions about how best to allocate resources, design policies, and embed processes.  

 These efforts collectively also enable End Street Sleeping Collaboration to measure our collaborative progress towards making ending street sleeping rare, brief and non-recurring. 

Global Impact

New South Wales was the first state in the world to commit to ending street sleeping. We have adopted the IGH Vanguard City methodology to suit the needs of 128 local government communities across the state.

The United Nations has recognised homelessness as a critical issue to be addressed through the Sustainable Development Goals and has a focus on the importance of data collection. A UN report and draft resolution, released in February 2020, calls on Australia and all other member states to harmonise measurement and collection of data on homelessness and emphasised the need to make concerted efforts to identify people experiencing homelessness.
